The first thing that you have to consider that these rankings are meaningless for Finnish people themselves. In Finland most of the universities are considered to be at the same level. But there are differences between departments and fields. Aalto is very good at engineering. But then it comes to the field that you want to study in. For example in Communications Engineering, Aalto and Oulu can be considered at the same level. But since Aalto is in Helsinki, most of the people prefer Aalto. You can not have a comparison between Oulu and Eastern Finland in general. In some fields Eastern Finland can be better, in some fields Oulu can be better. So I think you should not consider what is the ranking of the university, you should look how good is the department in your field, how many professors they have, and how much funding they can get. How strong their research is and how well known they are in their own field. This can help you better in selecting the university that you want to attend.
Then also comes the factor of the city, you should consider that Helsinki is the best city and capital, and more you go to north, city becomes smaller and less interesting.
