even if you get your SSN you cannot contract with at&t or any other networks. cuz they do a kind of credit check to see whether you can pay the service and cellphone fee. and since you dont have any credit upon arrival, they will turn down your application no matter you do it online or in store. what you can do is to bring your cellphone with you and buy one of the prepaid at&t plans such as GoPHONE. ( you can use this service with any kind of device that's why I said bring your cellphone or you can buy a cheap cellphone as low as $30). this plan is pretty cheap and after two month or three when you got your SSN and acquired enough credit you can switch to contract plans.
