I think we are in the same boat to some extent when we are considering all universities, however lemme tell u what Boston university told me.
they told me that having publications in a resume' will increase the chance of getting a potential RA, however not having a paper will not mitigate your chance of getting RA
they prioritized the materials for me in the order listed below:
GPA/GRE Q/GRE V and W/Recommendations/SOP/Institution/Publication
this is exactly what Boston university's graduate coordinator told me
I had same experience with Buffalo, they told me the order just like above with an exception, they put Institution as the 1st priority
and the procedure of talking with professors about their position is somehow being eliminated, as many universities oblige them that all consideration about RA funding should be right after the time when all applicants are admitted, and when all admitted applicants are considered based on merit, and not in advance
