So, generally, if you are looking for cheaper options or flights to Tampere or Lapoeenrata you can also check Ryan air which flies to both these cities from a number of other European airports such as Frankfurt, Rome and Milan. Ryan air flights are really cheap and even with the luggage allowance you buy, it stills end up to be much cheaper than even Airbaltics. The only case is that sometimes, the airports they operate in are not the main airports and you might need to transfer between the airports. But that's also an option to consider if you are really looking for cheap flights. Finally you might also want to consider Norwegian which is another low cos airline operating in Europe and mainly in Nordic countries. I flew with Norwegian last year when coming to Finland for the first time via Stockholm and everything went perfectly well, no need to change airports or anything.
