    Faculty of Engineering Science and Technology has responsibillity for the following disciplins: civil and environmental engineering, mechanical engineering, petroleum engineering, geology and mineral resources engineering and marine technology. The Faculty has 10 Departments (http://www.ntnu.no/ivt), about 750 employees, 3000 Master students, and about. 400 PhD candidates.
    Research fellowship in project management
    The fellowship shall cover project management of research. This includes defining objectives and success criteria for research activity, organizational models, communication, planning and control, risk management, and progress measurement. The focus is on collaborative research projects undertaken as a cooperation between different cultures across national borders. The candidate shall demonstrate how results are created in a collaborative setting betwwwen actors, knowledge, technology and cultures.
    Applicants must have a masters degree of relevance for the topic. Experience from research work is required. The candidate must also master Norwegian and English language. The fellow will be integrated in a research group and must be resident in Trondheim during the fellowship period.

    Salaries, etc.
    PhD candidates are remunerated in code 1017, grade 45 – 51 on the Norwegian State salary scale, gross NOK 355 200 to NOK 394 200 per year (before tax). PhD students are normally remunerated at wage level 45. There will be a 2 % deduction to the Norwegian Public Service Pension Fund from gross salary.

    Engagement as a PhD candidate is done in accordance with current appointment regulations with supplementary rules in force giving guidelines for scholarship appointments in universities and university colleges. The goal of each of the announced positions is to obtain a PhD degree. Applicants are obliged to engage in an organized PhD training program, and appointment requires approval of the applicant’s plan for a PhD study within three months from the date of commencement. A contract of employment will be set up for the engagement period regulating the rights and duties of the PhD student.

    The engagement is to be made in accordance with the regulations in force concerning State Employees and Civil Servants.

    The fellowship is awarded for 4 years with 25 % duties for the Department.

    PH.D. FELLOWSHIP IN ADMINISTRATION AND ORGANIZATION THEORY RELATED TO THE PROJECT TRANSFORMING UNIVERSITIES IN EUROPE (TRUE)


    At the Department of Administration and Organization Theory, University of Bergen, a 3 year university fellowship position is vacant.

    The aim of TRUE is to clarify how steering and governance have affected organisational characteristics of higher education institutions (HEIs) and how this has affected the differentiation of the European higher education landscape. The project group will study changes in university organization in eight European countries. The project focuses on three related themes: 1) policy, governance and steering, 2) organizational change and 3) changes in the higher education landscape. The project is lead and coordinated from the Department of administration and organization theory. The project group at the department is also responsible for the project theme Governance and steering - Policy Diffusion and Path Dependency.     Governance and steering - Policy Diffusion and Path Dependency
    Aims and objectives
    The Governance and steering project focuses on how policy makers try to affect the behaviour of individual HEIs and the HE system. Furthermore the project looks how and to what extent reform policies diffuse within and across countries, or are confined to specific national reform trajectories. Of particular interest in a European context is the effect on European policies and how they may have affected national reform trajectories.

    Taking recent experiences from comparative research on steering and governance of HEIs as the point of departure, our assumption is that HE reform policies have shared certain core ambitions and ideas. At a general level they seem to have aimed at quite similar changes. However, the ideas where introduced into quite different HE systems, the policies emphasised different aspects of the reform ideas, and they were introduced and affected universities with varying force, emphasis and effectiveness. Supra national policies have at the same time made themselves felt in new and more forceful ways through the Bologna Process, the Lisbon Declaration, along with EU policies through the Framework Programs, European Higher Education Area and European Research Area policies. To what extent policy processes at different organisational levels have changed university institutions in a fundamental way is thus an open question.

    The changes observed will be explained in terms of actor constellations (the number and type of actors involved in governance and steering), governmental structural arrangements and institutionalised styles of policy making and implementation.

    The research question concerning change is whether and how governance and steering have changed from traditional to newer forms of steering. A common perception is that steering and governance of HE used to be characterised by governmental actors and hierarchic structures, combined with professional discretion. In recent years newer modes have been introduced characterised by looser networks of actors, governing at a distance through incentives, market or quasi market mechanisms and audit systems. One assumption about why governance and steering take place within looser actor networks is that the nation state is facing competition. Actors both at the sub and supra national levels are designing HE policies, thus making the process of governance into an apparently more complex and dynamic affair than it used to be. Given that such changes have taken place, to what extent have newer forms of governance affected the HE policy field and what are the implications in terms of policy content?

    The project objectives can be summarized like this: 

    Identify, conceptualise and examine comparatively the extent to which policies aim at developing universities as “complete organisations” with organisational capabilities of goal formulation, leadership and strategic behaviour or at cultivating them as “specific organisations” by sustaining structural arrangements that secure autonomy, academic freedom and influence at different organisational levels, institutional, faculty, department, disciplinary and individual level.

    To look at the actor, goals and policy instruments involved in HE policies, how they vary over time and cross nationally in terms of actor participation, collective organisation and influence, to substantive contents of goals and the instruments in terms of which they are pursued.

    To study the institutionalised patterns of policy making and implementation, to what extent and how HE policy making is integrated in or insulated from wider national and European policy processes, and to what extent policy making and implementation is characterised consensus or conflict.

    Methodologies and experiments

    The research design calls for a qualitative approach based on interviews and site visits, available policy documents. The qualitative information will be used to develop case studies and to decide on the relevant questions to integrate in the questionnaire for the survey study of the eight countries involved. Based on the overall TRUE research design, the project will be based on three different approaches: 1) National case studies of HE policies. 2) Case studies of individual institutions. 3) Survey of all HEIs in the countries involved.

    6 PhD Scholarships in Finance, Vienna Graduate School of Fina
    The Vienna Graduate School of Finance (VGSF) invites excellent students to apply for the PhD Program in Finance starting in fall 2010. Up to six scholarships will be offered to the best applicants.
    The program is open for students from all countries with all academic specializations, provided they hold a Master degree or equivalent and have sufficient level of formal training.     We are looking for a Ph.D. student to conduct research in the project “Water Demand in Swiss Agriculture, and Sustainable Adaptive Options for Land and Water Management to Mitigate Impacts of Climate Change -AGWAM” within the framework of the National Research Programme “Sustainable Water Management” (NRP 61, www.nfp61.ch).

    The main goal of the AGWAM project is to investigate sustainable strategies for agricultural land use and farm management to mitigate negative impacts of climate change on agricultural water demand in Switzerland around the year 2050. The Ph.D. student at our group will develop a model that integrates bio-physical component models and an economic farm decision model based on genetic algorithms. This study focuses on the farm scale, identifying on-farm strategies to adapt to changes in climatic conditions under a range of possible changes in agroenvironmental policies, socio-economic boundary conditions, and land use. Moreover, strategies for water conservation in agricultural land use are analyzed.
    The candidate is expected to hold a Diploma or Master degree in agricultural economics or another quantitative discipline by January 2010. Profound knowledge in economics, mathematics, statistics, and a very good understanding of agricultural and agri-environmental processes is expected. Moreover, we expect that the candidate has experience in programming C or C++. In addition, excellent writing and communications skills in English are required. Knowledge of German and French is not a prerequisite but would be an advantage.
