Of course they are different. It is different in any part of the world. For example in many universities in Europe you will be a member of faculty when you are a PhD student and you will have a job contract with the university, but in north america you would be a student. each university has its own policy and according to that the professor may or may not be able to hire an assistant without having a particular degree.
do not think that having a position in a lab particularly a state funded lab is a good offer in Russia. As long as I have seen no body wants to stay in Russia and their students want to leave the country, just like us. Nobody sees Russia as a developed and free country. I know some Russians and none of them is willing to come back to their country. So, I strongly recommend you to get another position in another country and leave Russia before settling into a stable career there. Your life would be much more easier and happier in Europe or in Canada/US/Australia.
I really cannot understand why you want to get an assistant position before starting your studies. The only reason I can imagine is financial issues. If you have problems with money and you cannot afford your studies and living in a new city for some years, then I would suggest you to get a job in Russia and make money and go out of Russia for a Master's degree. but if you do not have such problems with money, just start your program and try to be an excellent student. Believe me, if you are an excellent student thousands of doors will open and you would have a better chance and more opportunities in the next years. Do not insist on your plan that hard that cannot see other opportunities.
If you repeat and insist, nobody would look at your emails and they ignore you. Do not forget that having publications is not the only sign of intelligence and does not guarantee your success. The world is necessarily neither ideally perfect nor completely corrupt and you are so young. Do not rush into high level academic jobs. Instead take time to consider your personal life and enjoy the moments. If you can live without that job, just leave it and try to study more and more.
