NZ universities have some student exchange programs with universities of other countries (mostly in undergraduate level) but I haven't heard of anything about exchanging students within NZ. remember as a PhD student you are committed to do research under supervision of a specified faculty member. even at you letter of admission, your supervisor, co-supervisor, and adviser are clearly indicated. changing university violates this contract.
as far as I know, only two universities offer PhD in civil engineering (Auckland, Canterbury).
chances of getting admission: 100%, chances of getting fund: next to zero (!) because of your low GPA in B.Sc.
my experience shows they don't care much about publications and teaching experiences. (transcripts rules)
