    Tourism plays an important role in the economy of Quebec. Tourism represents 2.5% of Quebec's GDP and nearly 400,000 people are employed in the tourism sector.[200] Nearly 30,000 businesses are related to this industry which 70% are located outside of Montreal and Quebec City.[201] In 2011, Quebec welcomed 26 million foreign tourists, most of them from the United States, France, the United Kingdom, Germany, Mexico and Japan.[200][202]

Quebec hosts the largest video game publishers in the world such asUbisoft, Electronic Arts and Beenox Studios, and studios such as Behaviour Interactiveand Sarbakan. [132] In total more than 6600 jobs are related to the video game industry, which 77% are based in Montreal.[133]

    Canada has a firm foundation for future growth. The country places 14th with respect to the value of physical capital per worker, suggesting that the economy is highly productive. Foreign direct investment, measured by net flows and volatility, are low but 17.5% of manufactured exports are categorised as high-tech. Canada also has the 10th largest domestic market in the world. With only 1.3% of loans currently non-performing, public confidence remains high, with 75%* of respondents stating their confidence in Canada’s financial institutions. Whilst Canada has a very low rate of inflation, its unemployment rate is relatively high, ranking 68th worldwide**. But, according to a 2010 survey, almost two-thirds* of Canadians are employed in some capacity, suggesting the presence of relatively large voluntary and informal economies. Public satisfaction with living standards was high* in 2010 and Canada places 11th* in the Index for citizens’ ability to afford food and shelter. Public perceptions of the economy are optimistic too: the country places 16th* with respect to citizens’ perceptions of job availability and 19th* for attitudes towards prevailing economic conditions. But there are notes of caution, gross domestic savings are low by global standards, with Canada placing 61st on this variable. From 2005 to 2009, the average annual rate of GDP growth per capita was just 0.2%, which is also low by international standards.

    Canada has a high rate of R&D expenditure, and receives large amounts of income from royalties, indicating a favourable environment for entrepreneurial activity. ICT exports constitute just over 4% of all goods exported, placing the country 36th on this variable. Canada has a well developed infrastructure for entrepreneurial business, ranking amongst the top 10 nations in the Index with regard to both internet bandwidth and access to secure internet servers, although the prevalence of mobile phones is less impressive, ranking just 80th. Business start-up costs are very low at just 0.4% of GNI per capita, with Canada placing third in the Index on this variable. The fact that over three-quarters of respondents* believe their city to be a good place to form a new business reflects this. The benefits of economic development are relatively evenly distributed, promoting a sense of equality and meritocracy: a high 94%* of the population believe that working hard will get them ahead.

    Canada is a stable and successful democracy, and the government is the seventh most effective in the world. There are very high levels of checks and balances, ranking Canada fourth, globally, on this variable. The country has an extremely well run electoral system, as indicated by competition, in both executive and legislative institutions. The government’s approval rating of 56%* was slightly above the global average in 2010. Approval of the country’s policies to address poverty and its efforts to preserve the environment place Canada amongst the top 30* countries on both variables. Levels of corruption in government and business are very low, with Canada placing 12th* on this variable. There is a very high regard for the law and effective regulation of business; Canada places in the top 10* of the Index on both variables. Confidence in the military and judiciary is above average, placing 22nd* and 36th*, respectively. Citizens enjoy full political rights, with 21%* of respondents claiming they felt free to voice their concerns about the government. Furthermore, there are high* levels of public confidence in the honesty of elections: almost seven in 10 people were confident of the electoral process.
