Even if 24000 took the test in China that certainly will have little or no effect. Why? because ETS states in its latest bulletin that:
score is based on the performance of all examinees who took the General Test between July 1, 2004, and June 30, 2007.
and a few lines below that we see a rough estimate of only a portion of the number of examinees who took the General Test between July 1, 2004, and June 30, 2007, why only a portion? because it is:Limited to those who earned their college degrees up to two years prior to the test date.
Note that this table does not include summary information on the approximately 51,790
examinees whose response was invalid (misgrids, blanks, etc.) or the approximately
13,600 examinees whose response was “undecided.”

من پست های اخیر تاپیک دیتابیس نمره GRE رو نگاه می کردم دیدم خیلی ها از جمله خودم از نمره وربال آزمون 23 اکتبر راضی نبودند و انتظار نمره بالاتر رو داشتند. نمی دونم به قضیه چینی ها ربطی داره یا نه، اما نگاهی به پست های اخیر گواه این مساله هست که اکثراً فکر می کنند نمره شون تو وربال کمتر از پیش بینی خودشون بوده. من خودم بار دومم بود امتحان می دادم، دفعه قبلش 320 شده بودم، این سری مطمئن بودم بالای 350 می شم، اما 340 شدم!
به هر حال اینجور می شه نتیجه گرفت که تاثیر منفی اگر نداشته این موضوع (حذف آزمون 23 اکتبر در چین) تاثیر مثبت هم قطعاً نداشته.

از پاسخ دادن به سوالاتی که قابل پرسش در فروم هستند معذورم.
فکر می کنم برای بررسی تاثیر منفی یا مثبت این موضوع باید به percentile ها توجه کنیم. به طور مثال نمره خام من 540 با percentile 73% گزارش شده، این نشون میده که 73% شرکت کننده ها نمره خام کمتر از من گرفتند، در صورتی که اگه جدول های big book رو نگاه کنید، می بینید که معمولا این percentile با نمره های خام بیشتری آورده شده (فکر می کنم حدود 570 یا 580) نمیدونم این نتیجه گیری درست هست یا نه،اما به نظر میاد میانگین نمرات verbal نسبت به سال های قبل پایین تره بوده، باز بقیه اگه نظری دارند ممنون میشم بگن...

I totally agree with Seabird. The effect is actually hidden in percentiles and not in raw score: in all bigbook tests + ETS last table you get the same 200-800 score for the same number of right answers (except few cases). So my score too shows a boost in percentile: 510 : 67%, while in all bigbook tests 510 : <60%. Last score conversion table of ETS 510 : 64% also Seabird's 540 : 73% is 71% in this table.
So there is two possibility:
1- the cancellation has actually had a small positive effect on percentiles.
2- (if as ETS states percentiles are given on the performance of test takers in previous years) this is just because of the continuous degradation of test takers verbal abilities over the years!
In 1980's for 510 : ~60%. last table (2004-2007) : 64%. this year (2006-2009) : 67%.
So even if there's any effect expected it should show itself for next year's tests. Maybe, because nature of the tests will change significantly and I don't know how they will perform normalizing new scores!

این نشون میده که نمره 94 درصد شرکت کنندگان کمتر از شما (یعنی 800) بوده، به عبارت دیگه 6% شرکت کنندگان نمره 800 رو کسب کردند که در مقایسه با سالهای قبل بیشتره، percentile نمره 800 در جدول های Big Book بیشتر از 94% هست که نشون میده سالهای قبل افراد کمتری (حدودا 2 یا 3 درصد شرکت کنندگان) نمره کامل رو به دست آوردند.
من هم با نظر INGWAY کاملا موافقم:

Obviously not!
You may create a topic, for example titled "discussion on cancellation of GRE exam on xx in China". As I mentioned before, posts that are not about NEWS will be deleted. I created this topic and made it important to have users informed of the latest news without discussions. A discussion may expand the topic exponentially, and that's against my first idea.
I edited my post in the first page to note this issue.
