Economic Sanctions imposed on Iran
Recently, representatives from Concordia University’s International Students and Student Accounts Offices attended a meeting (webinar) with Mr. Roland Legault from the Canadian Department of Foreign Affairs and International Trade (DFAIT). The subject of the meeting centered on the impact that economic sanctions imposed on Iran are having on Iranian students when arranging a transfer of monies from Iran to Canadian Universities in order to pay tuition and compulsory fees in addition to living expenses.
In an effort to assist our Iranian students, we are providing the information we received from DFAIT in this e-mail and will post the contents of this e-mail on the Tuition and fees webpage. For additional information or clarification of the information presented here, students should contact the DFAIT directly by calling 613-995-1108 or by e-mail at sanctions@international.gc.ca.
· DFAIT has prepared a list of specific Iranian banks which students are recommended to avoid using. The following banks should be avoided: Melli, Mellat, Saderat, Refah, Sina and Ansar. Students who use a bank on this list will encounter problems transferring monies out of Iran. The list will be posted on the Tuition and fees webpage.
· All banks not included on the DFAIT list are recommended, approved banks. Only transactions or transfers of funds under $40,000 Canadian dollars will be approved for transfer and processed.
You may also encounter difficulties when transferring funds through an approved bank even when the transfer is less than $40,000 Canadian dollars. The DFAIT suggested the following
· Use Money Service Businesses (MSBs) such as Western Union.
· Speak to the Ombuds Person at the Iranian bank to explain why the transaction should be allowed and should be processed.
· Contact the DFAIT directly at 613-995-1108 or e-mail them at sanctions@international.gc.ca and apply to the Canadian Minister of Foreign Affairs and International Trade for a special permit to transfer funds. Clearly explain the problem you are encountering with the transfer of funds from Iran and ask the Minister’s office for a special permit to have the funds transferred. The Minister is the only person with the authority to issue a special permit.
It takes approximately 10 weeks to process your request for a special permit and receive the funds.
Students who apply to the Minister of Foreign Affairs and International Trade for a special permit to transfer funds from Iran prior to Friday, July 20, 2012 can submit proof of their application/request for the special permit to the Student Accounts Office in S-H-541 or call Ms. Carole Lavallée at 514-848-2424 extension 4902 or Ms. Mary-Ann Jirjis, Supervisor at 514-848-2424 extension 4908. Students who apply for the special permit by July 20, 2012 (10 weeks before fall fees become due) will not be charged the late payment and interest fees if their 2012 fall term fees that are not paid by September 30, 2012.
Finally, please note that the DEFAIT and Concordia University have no control over exchange rates that are applied to purchases of Canadian currency and we cannot make any exceptions regarding payment deadlines and penalties for late payment on that basis.
Please note that monthly interest fees will be charged on any outstanding balances from previous academic terms (2012/1 summer term and earlier).
