Hi .With my update and medicals I sent a letter for changing my address and email for further communication
But no change in the CIC profile.
Do you have any idea if they change it in CIC after how many days

There are 2 different questions here - 1. one about moving to quebec after landing and establishing permanent residency in Canada and 2. landing in Quebec without a CSQ

One important thing to know is that Quebec has a special immigration process and has more control over the selection, landing, and settlement of immigrants to who to that province. So, in general, if you are not selected under the Quebec immigration process, it is easier to land elsewhere in Canada

:Canadian Federal Permanent Residents have full mobility rights

This means that, unless you are otherwise legally restricted (bail, bond, etc.), you can move to any city or province in Canada and live wherever you wish. However, as a new immigrant you may not have access to some of the Quebec-funded services for immigrants that come to that province via their provincial selection process

:Landing in Montreal without a CSQ for Federal Applicant

We may land in quebec airports but they will refuse to validate our landing documments at the first place. They will recommend us to visit the immigration bureau in Montreal and there we gotta submit an application for the CSQ and pay the fees. (490$ around). You will be later (2 to 3 weeks)ask to com for an interview, if successful you will receive the CSQ and have to return to the immigration office to have you documents validated
You will need some cash to survive durinf those weeks or friends to help out. They may confiscate your travel documents too untril you get the CSQ

Prepare all the documents that should accompany your application before going and have the originals ready. Have all the copies notarized too. Time saving. You may lose more time if your documents are uncomplete or not notarized

According to CIC, if you do not have a Certificat de Selection (CSQ) or proof of onward transportation out of Quebec, you will most likely have difficulties in "landing" there. The main problem is that this decision is at the discretion of immigration officials at the port of entry in Quebec. If you have indicated a non-Quebec destination but try to land in Quebec, you might have problems at the border, since Quebec has the provincial authority to choose its own immigrants, and has a somewhat different immigration process

Again, if you do have to land in Quebec without a CSQ, you should be able to show that you are continuing on to a destination outside Quebec

bouskri, to make things easier for you, I would suggest that you land in Toronto, and then travel to Quebec soon after where you have support and a network. This may simplify things a bit and you could avoid any additional processing/payment that fallqc experienced under the Quebec immigration system
