Clarification on scholarships for foreign citizens in 2010
Recent news they realized that the FCT had recently amended its rules of scholarship questioning the possibility of granting to foreigners.
These stories are misleading and not true.
FCT want to clarify that the amendments to the Regulation of Advanced Training of the FCT does not challenge the award of scholarships to foreigners their reception in doctoral programs in Portuguese universities, their integration into research projects or in Units of national R & D, activities or post-doctoral.
Nothing has changed regarding the award to foreign citizens, after a competition and independent scientific assessment of Post-doctorate awarded by the FCT or research grants in the framework of European R & D Unit with funding provided by the FCT.
The modifications were so only in order to clarify and make more transparent and objective criteria which, in regulations, as allowed, and still allow the application for PhD scholarships for foreign non-residents.
Portugal is characterized, moreover, an extraordinary openness in this matter when compared with other countries, particularly with regard to the award of postdoctoral fellowships to foreign nationals and financing contracts of employment for PhDs are foreign nationals. In 2009 FCT 1337 has funded scholarships for post-doc of which 514 (28%) to foreign nationals. Science under the programs in 2007 and 2008 are being funded in 1192 contracts of which 496 (42%) with foreign PhDs.
Portugal continues to be financed by FCT PhD scholarships to non-resident aliens.
The example that has happened in the previous Regulation grants are awarded without a requirement for permanent residence to foreign nationals whose applications are embedded in international agreements or partnerships in which the Portuguese State is a party or has assumed responsibility in this regard.
It is thus clarified and an objectified standard of the previous regulation that required the demonstration of the interest of the host institution but do not guarantee a transparent institutional framework for all possible candidates. It is further strengthened the institutional commitment for either party in this process.
Are also attributable PhD scholarships under reciprocity agreements between states or financing institutions. Portugal launched yet, and in parallel, a large program within the CPLP aimed at doctoral and post-doctorates in Portugal to citizens of Portuguese-speaking African Countries and East Timor.
All foreign citizens who wish to conduct their PhD under Portuguese programs can of course apply to do so. As a rule, moreover, the nationals who wish to undertake their doctorates abroad and wish to apply for the scholarship must apply for scholarship in their country of origin and residence. That is indeed what happens to the Portuguese (or foreigners resident in Portugal) who apply for doctoral fellowships abroad. However, repeats itself, the Portuguese situation is much more favorable. Indeed, the regulation of the FCT is open to apply for PhD scholarships for non-resident aliens, on objectively defined conditions (agreements between States, programs to support the development agreements between the FCT and financing institutions in other countries, agreements between universities or research institutions or foreign validated by the Portuguese FCT).
FCT intends to reaffirm naturally be open to all suggestions to improve its regulations of human resource training so as to better defend the principles that inform, and evaluate, together with their own higher education institutions and laboratories and research centers , the concrete implementation of regulatory standards in force.
