This refers to your application for a Permanent Resident Visa for Canada.
Review of your application has raised concerns regarding your admissibility to Canada which may result in a refusal of your application. Before rendering a decision on your application, I wish to advise you of these concerns and provide you with an opportunity to respond.
In your application you indicated you actively worked for the following organizations:
- The Iranian National Police
Publicly available information indicates that established that this is an organization that is known to have committed Crimes against Humanity. These crimes included but are not limited to, arbitrary arrest, imprisonment and torture. While you may not have directly committed these crimes against humanity, you nonetheless acted in a “support function” in a way that allowed crimes to occur. By arresting individuals and handing them over to the judiciary, you played an integral role in facilitating the commission of crimes against humanity. Thus you were complicit in aiding and abetting in the commission of crimes against humanity committed by the Iranian Police during your period of service.
Based on the above information, there are reasonable grounds to believe that you are a member of the inadmissible class of persons described in section 35(1)(a) of the Immigration and Refugee Protection Act.
Before a final decision is made on your application you have 60 days to submit any information that would allay my concerns. Failure to do so may result in a determination that you are inadmissible to Canada.
