I sent the same question to the US embassies in Ashgabat and Yerevan. Here are their answers
Yerevan answer: In case your baby is born during the period of your administrative processing (if one is required) you will need to fill out DS160 form, make payment and schedule appointment only for baby. There is no need for you and your wife to have a new interview. You can wait until your processing is finished then to bring baby for interview since issuing visa also depends on administrative processing results
Ashgabat answer: Yes, we will need to see the child before we accept his/her documents. But for the most children cases we were able to issue child’s visa the next working day, no guarantees until we accept child’s documents and process it
As you see, they both require that the child must attend an interview. Please let me know whether and why your rules are different from the other embassies
Because having a flight might have major harms for a new born baby, I want to be sure that there is no need to bring back my baby if I attend the interview in Baku embassy. So, your answer would be very important for me
Each U.S. Embassy sets their own policy about requiring the personal appearance of minor children. You have our answer
I sent the same question to the US embassy in Baku. Here is their answer
If the child is born between the time of your initial visa interview and the date that the visa is ready for issuance, you can inform your university to issue a new I-20 form for the child and then submit the application for the child, when you bring your passports to the U.S. Embassy to print the visas. There is no need to physically bring the child to the U.S. Embassy
Please let me know whether and why the rules of embassies are different
We understand your situation and concerns but we follow the specific State Department guidance and we do need to see the child during visa application process
The confusion likely arose because many applicants under age 14 are in fact exempt from interviewing in person. While this exemption applies to Azeris under age 14, it does not currently apply to citizens of Iran, no matter what Embassy or Consulate they apply at
We apologize for any confusion, but we assure you that we have checked the policy and that an interview is required. Congratulations on the new addition to your family, and saleh-no mubarak
I know that each US embassy has their own rules. The Yerevan embassy said "Many applicants under age 14 are in fact exempt from interviewing in person. While this exemption applies to Azeris under age 14, it does not currently apply to citizens of Iran, no matter what Embassy or Consulate they apply at"
As you see, they said that all of the Iranians must attend an interview, no matter what embassy they apply at. I am sorry for asking my question again, but please certify that you don't require an Iranian new born infant to attend an interview if his/her parent already attended an intervie
