This fee is usually not included in your funding, and in most universities, student should pay this fee each semester.

for example, in UNC Charlotte ECE department we paid $1800 (9 credits, graduate level) this semester and it's gonna to be increased next year up to $2200 per semester

I think it's a little bit higher than other universities I have heard about, so please tell us how much do you pay to your university if you are studying in US.
