The short answer is “no”. Entering your name in the green card lottery is not considered an immigration intent. You should not even declare it when asked on the visa application.
Simple answer: No! Keep applying for the DV Lottery and this will have no affect on any future visa applications. Also, you do not have to mention on your visa applications that you applied for the DV Lottery. They are separate entities and they do not care.
Looking at the answers, I'm utterly shocked that immigration lawyers are stating this would be a problem. This goes to show that immigration lawyers are corrupt money hungry scum that just try to invoke fear so they can attract clients.
Look, if the US government created the DV Lottery to attract foreigners to apply, why would then use it against them if they were legally applying for a visa to enter their country? It makes no freaking sense! The US government would face a legal lawsuit if it was using the DV Lottery system as an entrapment tool to see who is trying to immigrate to the States. Don't believe these people who tell you otherwise.
To make you feel at ease, I have plenty of Russian friends who applied through the DV, never won, but were still able to obtain F1 Student visas without much problem.
