According to the experiences of applicants it is very hard to conclude.
However,
based on my experiences on April 28:
1- Fund
2- Closed family members in the USA
are among the most important parameters. though we had:
one member in our team of applicants who got his visa without fund by the admission of a very good university. He had and showed the admission letter of some of his fully-funded admissions.
these parameters are petty details:
1- your academic or non academic face
2- being F1 or having attached a F2
3-lottery (we had in our group who got his visa
4- visa refusals
5-bad speaking (but not terrible speaking)
6- your clothing (with jeans or suit does not matter)
7-Hijab for ladies
8-Pen-filled DS forms
9- White passport
10-Military service (but in Army)
11- Couzin, aunt, uncle and friends in the USA
12- Governmental work experiences
13- Having GRE or having been waived GRE by the university
these are only my experiences according to the April 28 interview. Please dont make a dispute on them
