follow is verb and you can't use this structure. You should say: what following is. But for -the following- it is different. if you use -the following- in a sentence, there are two implications, using either singular verb or plural verb. If the sentence signifies a thing you should consider a singular verb and vice versa
and for the second one: - a dab of papers has been recently published- is true. Because a dab of papers is a singular noun and implies the singularity due to the article -a-, and hence you should use a singular verb for that.
