Firstly you have to specify whether you are applying for Master or Ph.D? Secondly, without TOEFL or IELTS score, no one can judge. You have no publications and your GPA is low. You have to work out some papers at least to get the financial support. With this average CV you are not even eligible for Admission. Dont focus on one university, you have to expand your choices in order to increase the chance.
