According to the information you have provided, the family member you are attempting to add to your Primary Applicant record already has a Primary Applicant record of their own. You cannot add an individual with their own Primary Applicant record. You must book the appointment under that Primary Applicant record.
Applicant records cannot be merged or deleted due to the audit requirement of our client the US Department of State. In order to interview together, you need only to schedule the same appointment date and time for all applicants. Appointments are not one applicant, one date and time. There are multiple appointments available in each time slots.
The best way to ensure that you book the same date and time is to choose not the first available appointment date and time but one for a date later in that week at a time later in the day.
