Though, already have answered your post in another topic (before), this topic is far more related to your question, so more preferable for me to go on here
First, you should try to find at least a university and a supervisor in the target country, which apparently seems to be the US as you mentioned. Then have to find out that to what extend your resume matches and meets their minimum/expected requirements, which is not easy for the postdoc fellowships since so seldom there's a section in their websites explaining it. So what you need to do is that to go to somehow "stalk" the postdoc fellows working at that university and more precisely with the target professor. So you can get some information like how many papers they have and the number of citations they have or even their previous universities from the web...in the way I explain as follows
If you found out that your resume matches (apart from the age and limitations you have) then you are potentially able to start a postdoc there... to explain more clearly, let me have some instances for you
if have an account in LINKEDIN, go to the search section and type 'postdoc' then click on "postdoc in people" to find the people whose current jobs are titled/declared it. then go to the filters and add the target university name in "current company" and click on OK
now linkedin brings you a lot of people, working in that university as postdoc fellows and you can see their educational records there, search their names in Google Scholar to see their publications and citations. However you should be aware that it's probably their achievements after 1 or 2 years of being postdoc fellow there, and you should consider their papers UNTIL the date they started postdoc there
Now, if you think and feel that you're competent enough to achieve a postdoc fellowship there, send an email to the professor you've chosen in your field and ask him/her about any possibility to hire you there or not...if so, then you should ask for VISA procedure and affairs here.. at this step it's too early to speak about visa as you don't have enough information about the chance you have to get any position. Sorry to say it
But keep in mind that "having years of experience as a manager in a governmental office is not competency for a postdoc fellowship in most of the cases however it's very cool for getting a job" but I'm not sure if the supervisor's looking for such skills
