I emailed the us embassy in dubai regarding my brother visa statuse and they send me this isnt this unfair:Our records indicate that the applicant has been interviewed by a consular officer and was found to be ineligible for a nonimmigrant visa under Section 214(b) of the Immigration and Nationality Act. According to U.S. immigration law, all applicants for nonimmigrant visas must establish to the satisfaction of the consular officer that they have a residence abroad and they will depart the United States at the end of their authorized temporary stay. In other words, applicants must demonstrate strong social, economic, or familial ties outside the United States. Unfortunately, because the applicant did not demonstrate strong ties outside the United States and was not able to demonstrate that his/her intended activities in the U.S. would be consistent with the visa status, the applicant was found ineligible for a nonimmigrant visa. This is not a permanent refusal. The applicant may reapply for a visa, if there is additional evidence to demonstrate compelling reasons to depart the United States that were not present during the visa interview.
Otherwise, the applicant should consider reapplying after there has been a significant change in his or her current situation. In order to reapply the applicant must submit a new application form, photo, and pay the visa application fee.
